At this level, there are governments collaborating with each other, as well as specific industry sectors, not to mention individual firms. Then there are the tourism-specific stakeholders like PATA and other industry associations, and non-tourism-specific stakeholders such as NGOs and funding institutions whose input and support is essential to policy development and implementation.
